Former CIA Officer Pleads Guilty to Sexually Abusing Dozens of Women

A former CIA officer pleaded guilty to sexually abusing and drugging at least two dozen women during various overseas postings.

Brian Jeffrey Raymond pleaded guilty Tuesday in Washington to federal sex abuse charges.

He now faces 30 years behind bars.

Raymond kept nearly 500 videos and photographs of the women he abused, many of whom were unconscious and naked.

In some videos, Raymond can be seen opening his victim’s eyelids, groping or straddling them, prosecutors say.

The images, which date back to 2006, include crimes from Mexico, Peru, and other countries.

The case adds to a list of embarrassments for the CIA, which has been accused of secretive and antiquated handling of sexual abuse and misconduct claims.

At least two dozen women have come forward to tell authorities and Congress about sexual assaults and accuse the agency of trying to silence them.

In August, a trainee CIA officer was convicted of sexual abuse, assault and battery for wrapping a scarf around a colleague’s neck and attempting to kiss her inside a stairwell at the agency’s headquarters in Langley, Va.

The New York Post reported:

The CIA has publicly condemned Raymond’s crimes, and CIA Director William Burns in May launched a series of reforms to streamline claims, support victims and more quickly discipline those involved in misconduct.

The CIA said in a statement:

“As this case shows, we are committed to engaging with law enforcement to ensure that justice is served.”

“In addition, we take any allegations of sexual assault or sexual harassment extremely seriously and have taken significant steps to ensure we maintain a safe, inclusive and respectful environment for our workforce.”

Prosecutors described Raymond, 47, as an experienced sexual predator who kept detailed accounts of potential victims organized by name, ethnicity, and physical characteristics.

Investigators found incriminating online search history made by Raymond for phrases such as “Ambien and alcohol and pass out” and “vodka & valium.”

Raymond wrote in one email to an online pharmacy, “Hello, do you have chloral hydrate for insomnia?”

When he was arrested three years ago, the now-former CIA officer was stationed in Mexico City, where he would meet women on dating apps and invite them back to his embassy-leased apartment.

Raymond was only discovered in 2020 after a naked woman screamed for help from his balcony, prompting a worried neighbor to call the authorities.

US officials began combing through Raymond’s electronic devices and found victims, all of whom described experiencing memory loss during their time with him.

Raymond withdrew a previous guilty plea last year as he successfully challenged the admissibility of certain photos.

However, other images stored on Raymond’s iCloud account were admitted.

The former CIA officer pleaded guilty to four of 25 criminal counts, including sexually abusing women, coercion, and transportation of obscene material.

Raymond faces between 24 and 30 years in prison when he is sentenced in September.
