A male pedophile, who now identifies as a woman, has been transferred to a women’s prison in Washington.
Jolene Charisma Starr, convicted of two horrific assaults on young girls in 1995, was transferred to the Washington Corrections Center for Women (WCCW), Reduxx reports.
Starr, 57, is serving am “exceptional” 30-year sentence for raping an 11-year-old girl indie her own home in 1993.
His sentence also included the attempted kidnapping of a 9-year-old in 1994.
The assault in 1993 was described as involving “a high degree of pre-planning, sophistication, and premeditation,” according to the appeals court.
Starr also disguised himself as a telephone repairman so he could gain access to the girl’s home while her parents were absent.
When the violent pedophile eventually gained access to the girl’s house, he brutally raped her.
According to Reduxx, Starr tried to kidnap a 9-year-old girl from Yost Park in Edmonds in 1994. However, the attempt was thwarted by three brave young girls who witnessed the event.
The girls had reportedly heard the screams of the 9-year-old before leaping to her aid.
At the time, Starr was claiming to be the girl’s father. However, the pedophile fled the park after the girls claim her mother was nearby.
The descriptions provided to police eventually led to Starr’s arrest.
Police were match the blood found under the fingernails of the 9-year-old when she scratched Starr during the attempted kidnapping.

It is unclear when Starr began to identify as female, as no records exist.
But according to one source within WCCW, even the trans-identified males currently housed in the women’s prison are concerned about pedophile Starr being transferred there.
“Even the trans ones are saying he’s dangerous, and they know him from men’s units,” the source told Reduxx, referring to the pedophile as “a really violent sex offender” and “the worst one yet” to be housed in the facility.
“It’s going to be like Scotland. They [male inmates] will all catch on how easy it is and move to WCCW,” the source added. “His crime was the most sexually violent I’ve seen of the transfers. He clearly is deviant and has a malevolence towards women.”
According to the source, almost a dozen trans-identified male inmates are housed at WCCW.
“Of the 11 on my list of trans inmates at WCCW, 9 have crime against women and children. That’s 81 percent,” he explained. A whistleblower previously revealed thee were around 150 males looking to transfer to the women’s prison following Washington’s gender self-identification policy.
Since then, a number of violent males have been transferred to the women’s prison, including serial killer Donna Perry, who was convicted of murdering three women. Brett David Sonia, serving a sentence for the exploitation of a young girl; and Nathan Goninan, serving ten years for muridering17-year-old Jessica Franklin.
But a Federal judge ordered a limit on the information on the trans-identified male inmates being released to the public in 2021 following testimony from whistleblowers.
As The Post Millennial notes, the order prohibited the Washington Department of Corrections from releasing records regarding any complaints against transgender inmates housed at the WCCW after reports of sexual violence at the prison.
A year later, the state introduced a bill to limit the disclosure of information regarding the transgender status of inmates. Despite strong opposition from women’s rights groups such as the Women’s Liberation Front (WoLF) and Keep Prisons Single Sex, the bill became law in March 2022.
